Penyelenggaraan pemerintah yang efektif dan efisien menjadi tuntutan di era globalisasi yang sarat dengan persaingan global. Kenyataan tersebut menuntut professionalme aparatur dalam pelaksanaan tugas pemerintahan, pembangunan dan pelayanan publik. Tuntutan terhadap profesionalisme aparatur disebabkan oleh peranannya yang sangat strategis sebagai motor penggerak jalannya roda pemerintahan dan sebagai ujung tombak yang bersentuhan langsung dengan masyarakat. Dengan peran dan posisinya yang sangat strategis, Pegawai Negeri Sipil (PNS) diharapkan mampu terus berkembang dengan meningkatkan kualitas dan kompetensinya.

Oleh sebab itu sesuai amanat undang-undang nomor 43 tahun 1999 tentang perubahan undang-undang nomor 8 tahun 1974 tentang Pokok-pokok Kepegawaian yang sekarang diganti dengan undang-undang nomor 5 tahun 2014 tentang Aparatur Sipil Negara diperlukan Pegawai Negeri Sipil (PNS) yang professional. Hal ini dapat diwujudkan dengan meningkatkan kualitas Sumber Daya Manusia Pegawai Negeri Sipil (SDM-PNS). Satu hal yang terpenting dan harus diperhatikan dalam mewujudkan kualitas SDM-PNS diawali dari sistem rekruitmen (pengadaan) Calon Pegawai Negeri Sipil (CPNS) yang obyektif, transparan dan akuntabel. Selain itu, rekruitmen CPNS untuk mengisi kekosongan sumber daya aparatur di lingkungan pemerintah baik pusat maupun daerah dikarenakan setiap tahun banyak sekali Pegawai Negeri Sipil (PNS) yang sudah memasuki usia pensiun.

Untuk menjawab permasalah itu semua, Kementrian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (KemenPAN-RB) dan Badan Kepegawaian Negara (BKN) kembali membuka seleksi penerimaan Calon Pegawai Negeri Sipil (CPNS) di tahun 2014. Sebanyak 100.000 Formasi untuk CPNS dan PPPK yang dialokasikan untuk pemerintah pusat dan seluruh pemerintah daerah yang disebar baik di pemerintah provinsi maupun pemerintah Kabupaten/Kota.

Berbeda dari seleksi penerimaan CPNS tahun-tahun sebelumnya yang masih menggunakan sistem Lembar Jawab Komputer (LJK), dimana pada tahun 2014 ini, Kementrian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (KemenPAN-RB) mewajibkan seluruh kementerian dan lembaga non kementerian serta pemerintah daerah untuk menggunakan sistem Computer Assisted Test (CAT) seleksi penerimaan CPNS. Dalam pelaksanaannya, peserta test CPNS dihadapkan pada sistem test dengan mengoperasikan komputer secara mandiri dan hasil penilaian melalui grade-nya bisa dilihat pada saat itu juga. Metode ini mulai dikembangkan oleh KemenPAN-RB sebagai model baru yang diharapkan akan dapat menemukan aparatur negara yang benar-benar professional, karena proses rekruitmen CPNS selama ini yang dilaksanakan dengan sistem lama oleh pemerintah dipandang belum mampu mendapatkan kompetensi yang sesuai dengan kebutuhan organisasi. Proses dan prosedur rekruitmen banyak dinilai cenderung diwarnai oleh praktik-praktik Korupsi, Kolusi dan Nepotisme (KKN), sehingga mengakibatkan rendahnya kualitas PNS.

Pelaksanaan test seleksi penerimaan CPNS dengan sistem CAT ini sebenarnya sudah mulai dilaksanakan pada tahun 2012 namun karena keterbatasan sarana dan prasarana yang ada, test ini hanya dapat dilakukan oleh beberapa instansi saja, kemudian di tahun 2013 sebagian besar instansi pusat menggunakan sistem CAT, dan tahun 2014 ini seluruh instansi pemerintahan yang ada baik Instansi Vertikal atau pun Pemerintah Daerah diwajibkan menggunakan sistem CAT, yang terpusat pada KemenPAN-RB.

Apa sebenarnya yang dimaksud dengan Computer Assisted Test (CAT)?

Computer Assisted Test (CAT) adalah suatu metode seleksi dengan alat bantu komputer yang digunakan untuk mendapatkan standar minimal kompetensi dasar bagi pelamar CPNS.

Adapun tujuan dari penggunaan sistem CAT ini adalah, untuk mempercepat proses pemeriksaan dan laporan hasil ujian, menciptakan standarisasi hasil ujian secara nasional, menetapkan standar nilai serta mewujudkan transparansi, obyektifitas, akuntabel, serta bebas dari Korupsi Kolusi dan Nepotisme (KKN).

Sedangkan ada beberapa keunggulan dan manfaat penggunaan sistem CAT, antara lain; peserta test dapat mendaftarkan melalui internet, peserta test dapat dinilai langsung sesuai dengan hasil yang diperoleh, komputer menyediakan keseluruhan materi soal kompetensi dasar (Test Pengetahuan Umum, Test Bakat Skolastik dan Test Skala Kematangan), penilaian dilakukan secara obyektif, peserta ujian dapat mengakses dengan mudah terhadap pencapaian hasil (skor) yang diperoleh.

Adapun sistem CAT memiliki karakteristik, seperti; Aplikasi dijalankan pada komputer dengan platform windows berbasis web guna mempermudah pengembangan jangka panjang; Aplikasi menggunakan narasi untuk menjelaskan bahasan yang disajikan pada monitor komputer; Aplikasi disertai video gerakan mouse, sehingga pengguna dapat dengan mudah menggunakannya.

Sebelum dapat melakukan ujian seleksi penerimaan CPNS 2014, persyaratan utama calon pelamar harus melakukan regristasi online di website resmi pendaftaran online seleksi penerimaan CPNS 2014 melalui webhttp://panselnas.menpan.go.id pada rentang waktu yang telah disediakan. Saat mendaftar online, calon pelamar harus mengisi beberapa informasi yang diminta, diantaranya NIK, nama, email, instansi yang dilamar dan lain-lain . Kemudian portal Panitia Seleksi Nasional  (panselnas) akan mengirim email berisi username, password serta link dari instansi yang dilamar. Calon pelamar kemudian menuju situs institusi yang dilamar, lalu masuk (login) dan melengkapi pendaftaran serta dokumen yang masih kurang kemudian dilakukan seleksi administrasi. Setelah itu, menuju ke proses pencetakan kartu registrasi yang harus dibawa oleh calon pelamar CPNS saat proses verifikasi administrasi. Proses verifikasi administrasi dilakukan di masing-masing instansi. Apabila lulus verifikasi, maka calon pelamar akan memperoleh kartu peserta test yang harus dibawa saat test seleksi penerimaan CPNS 2014 dilakukan.

Dalam pelaksanaannya peserta test dihadapkan dengan sistem CAT yaitu dengan mengoperasikan komputer secara mandiri, tapi tidak perlu khawatir, sistem CAT ini didesain semudah mungkin sehingga peserta test dapat mengoperasikannya, sekalipun tidak pernah menggunakan komputer, karena hanya cukup mengklik dengan mouse untuk memilih jawaban tampil di layar monitor. Komputer tersebut terintegrasi dengan server yang berfungsi sebagai penyimpanan database yang telah diisi dengan ribuan soal yang kemudian diacak dan ditampilkan sebanyak 100 soal yang berbeda untuk setiap peserta, hal ini untuk menghindari mencontek bagi peserta. Ketika mengerjakan soal, peserta dibatasi waktu dan setelah menjawab secara langsung, jawaban yang diberikan oleh pelamar tersebut akan langsung dimasukkan ke server. Setelah selesai mengerjakan soal, peserta langsung akan mengetahui hasilnya.

Metode test seleksi penerimaan CPNS dengan menggunakan sistem CAT jelas lebih baik dari pada metode tahun-tahun sebelumnya yang rawan terhadap manipulasi dan ketidak transparanan yang banyak dirasakan oleh peserta test. Sistem CAT ternyata sangat baik, mudah, simpel, tidak ribet, sangat transparan, objektif sehingga dapat mencegah KKN. Penerapan sistem CAT juga menciptakan efisiensi yang cukup signifikan, antara lain biaya terkait pencetakan lembar soal maupun jawaban. Belum lagi biaya pengawas test, distribusi soal ke daerah-daerah, biaya koreksi yang membutuhkan waktu lama dan lain-lain.

Tidak terkecuali di Pemerintah Provinsi Bangka Belitung (Pemprov. Babel) yang juga mendapat kesempatan kembali untuk melaksanakan seleksi penerimaan CPNS di tahun 2014 ini,  saat ini Pemprov. Babel melalui Badan Kepegawaian Daerah (BKD) Pemprov. Babel telah menyiapkan sarana dan prasarana system CAT untuk pelaksanaan seleksi penerimaan CPNS 2014, sebanyak 113 unit komputer berikut perlengkapannya bertempat di lantai 4 Kantor Gubernur Prov. Kep. Babel, Air Itam Pangkalpinang. Dari 113 unit komputer tersebut, 100 unit yang akan di operasikan dan 13 unit sisanya sebagai cadangan untuk mengantisipasi terjadinya kerusakan dalam pelaksanaan test nanti. Di rencanakan sebanyak 400 peserta test dapat mengikuti test setiap harinya, dimana dalam sehari tersebut di bagi menjadi 4 sesi dengan masing-masing sesi terdiri dari 100 orang peserta test, dan dilanjutkan pada hari berikutnya disesuaikan dengan banyaknya jumlah pelamar yang mendaftar.
